CGN helps participating organizations recognize when a person or license plate may be connected to a previously documented incident, without giving up control of their own records. Human review and confirmation remain part of every consequential step. The bridge is narrow on purpose, and the rules are in the architecture rather than in a policy document.

Opt in per property, and withdraw at any time.
Record level only. Live feeds never cross the bridge.
Redaction happens server side, with image metadata stripped.
Nothing is shown until five organizations contribute.
Visibility is scoped by edition. Patrol sees full detail for the properties it services. Retail sees record type and date within roughly ten miles. Hospitality contributes and does not receive.
Every access is logged, and shared links expire.
