The evidence gap

Every case starts with what the property wrote down.

Most of what happens to a business happens on private property, in front of cameras the business owns. The problem was never a lack of footage. It was that by the time it reached an investigator, the footage had lost its context, its timeline and its provenance.

A clip, a screenshot and a story.

Every CaseTrace property keeps its own sealed record. The CaseTrace Global Network is how those records help one another without any property giving up control, and how an authorized handoff reaches the agency that needs it.

How a record reaches you

The property documents. The network connects. The owner decides. You receive.

Nothing on this diagram moves on its own. A record crosses the network only at record level, and it reaches an agency only because the property owner chose to hand it over.

  • Opt in per property, and withdraw at any time.
  • Record level only. Live feeds never cross the bridge.
  • Redaction happens server side, with image metadata stripped.
  • Nothing is shown until five organizations contribute.
  • Visibility is scoped by edition. Patrol sees full detail for the properties it services. Retail sees record type and date within roughly ten miles. Hospitality contributes and does not receive.
  • Every access is logged, and shared links expire.
Anatomy of an evidence bundle

Not a clip. A file that can prove what it is.

An evidence bundle is what a property owner hands to your agency. Everything in it is listed in a signed manifest, and every item's hash is in that manifest. Anyone, at any later date, can recompute the hashes and compare. If a byte changed, the manifest says so.

The record is sealed the moment it is made, at the property, before anyone has a reason to want it changed. The seal is a cryptographic hash, not a promise.

Provenance in the file

Who documented it, when, from which device, on which timeline. The answer to "where did this come from?" travels with the evidence instead of living in someone's memory.

Custody you can read

Every access is logged from the first view to the handoff to your agency. Shared links expire. The log is append-only, and it is in the bundle.

Verifiable by anyone

You do not have to trust BlueWave, the property or the software. Recompute the hashes and compare them to the manifest. The math either agrees or it does not.

Built to be questioned

Admissibility is decided by the court. Provenance is decided by the record. A bundle is designed so that the second question has a clean answer before the first is ever asked.

The system itself

This is what a property is looking at.

These are the screens running at customer locations today. The Evidence Locker is where a guard company builds a bundle. The incident list is what a retailer sees. The phone is what an associate carries on the floor.

What the system never does

It surfaces a result. A person makes the determination.

Doctrine
An observation is not an accusation.
  • Nothing here names anyone. When advanced visual analysis finds that a person or a license plate resembles one in a previously documented incident, the system reports a Similarity Result. A person reviews it. The system never decides.
  • Video never leaves the building. Signals run on the device at the property. Only what a reviewer preserves is pinned, hashed and kept.
  • Face comparison is optional, elected per location with notice. Everything on this page runs without it.
  • Nothing is kept without reason. Routine footage and events purge on a fixed schedule. Only a preserved record stays.
  • Nothing crosses the network as video. Record level only, redacted server side, scoped by edition, logged on every access.
  • Nothing reaches your agency unless an owner sends it. BlueWave does not hand records to anyone.

BlueWave was shaped by people who spent their careers on the receiving end of the evidence gap: the chief who had to tell victims there was not enough, and the investigator who had to build cases from what others documented.

Working with your agency

An agency does not need an account, a subscription or any BlueWave software to receive a bundle. It needs a property in its jurisdiction that runs CaseTrace, and an owner who wants to share.

A property shares

The owner or their guard company builds a bundle in the Evidence Locker and hands it to your agency by an expiring link. The handoff is logged on their side and yours.

You verify

Open the manifest. Recompute the hashes with any standard tool. Compare. The bundle either agrees with its own seal or it does not, and no one has to take BlueWave's word for it.

You build the case

The record, the media, the notices and the custody log go into your case file as one object with its history attached. When a property in the network has seen the same person or plate before, that fact is in the record too.

Agency briefings are given by the founders. We will walk through a real bundle, the custody log and the verification steps, and answer the questions a prosecutor or a defense attorney will ask, before they ask them.
