The Company

Built around clear operating principles.

BlueWave Technology was built independently without outside funding. Between 2020 and 2021 the company added its co-founding leadership: Jim Cords, whose federal career spans the FBI (Federal Bureau of Investigation), DHS (Department of Homeland Security), and the DHS OIG (Office of Inspector General), and Stephen Pales, a retired Chief of Police, who serves as Chief Executive Officer.

From 2021 forward, the company developed and refined the operating principles that guide every system it builds. Those principles were earned through work, revision, and pressure—and strengthened deliberately, year over year.

The result is a family of systems where governance lives in the architecture itself. Certain actions are not configurable. Certain data cannot exist. Certain duties are never created.

In high-liability environments, capability is never neutral. Most technology companies focus on features. BlueWave focuses on structural consequence.

How we operate

Why architecture determines liability.

Technology does not eliminate liability. It redistributes it. BlueWave designs for structural clarity, because a predictable system is a defensible system.

Governance enforced through policy can drift. Policies change, incentives shift, and people reinterpret intent. Governance enforced through structure is durable. BlueWave systems embed it in the architecture: escalation requires deliberate human choice, identity inference is constrained by system class, and correlation is governed by defined scope.

BlueWave was shaped by people who spent their careers on the receiving end of the evidence gap: the investigator who had to build cases from what others documented, and the chief who had to tell victims there was not enough.

Thirty years in policing, across patrol, command, and the chief's office. He spent a career on the receiving end of the evidence gap: officers telling victims there was not enough, and prosecutors telling him a case would not stick. His own security agency piloted the earliest version of the platform in 2021, and the results brought him to BlueWave as its Chief Executive Officer.

Nearly three decades in federal service across the FBI, Homeland Security Investigations, and the DHS Office of Inspector General, including years in San Francisco and Seattle building cases from the ground up. He operated at the crossroads of national security and digital evidence, and he shaped BlueWave's architecture as a co-founder, defining what chain of custody means in practice and what a prosecutor needs to act.

A former wildland firefighter at Station 17 in Butte County, Don built his career on the operator side, running security operations where the gap between an incident report and a case a prosecutor could act on was a daily reality. He designed the architecture BlueWave builds on and established the operating principles that guide it. He is the principal inventor on the company's patent portfolio.
