Why it was built this way

The problem moved downstream.

An alert can tell you something happened. It does not preserve the record, govern the handoff, or build the case.

That gap is where the operational and legal consequences begin. Once information is retained, connected, shared, or acted on, capability can create knowledge. Knowledge can create duty. Duty can create exposure. BlueWave starts with the boundaries first: what information may exist, who has authority, what can move forward, and what the system will not do.

The Company

Built around clear operating principles.

BlueWave Technology was built independently without outside funding. Between 2020 and 2021 the company added its co-founding leadership: Jim Cords, whose federal career spans the FBI (Federal Bureau of Investigation), DHS (Department of Homeland Security), and the DHS OIG (Office of Inspector General), and Stephen Pales, a retired Chief of Police, who serves as Chief Executive Officer.

From 2021 forward, the company developed and refined the operating principles that guide every system it builds. Those principles were earned through work, revision, and pressure—and strengthened deliberately, year over year.

The result is a family of systems where governance lives in the architecture itself. Certain actions are not configurable. Certain data cannot exist. Certain duties are never created.

In high-liability environments, capability is never neutral. Most technology companies focus on features. BlueWave focuses on structural consequence.

Before any feature is built, the architecture determines what information may exist, where authority resides, what actions are possible, and what duties are not created.

CGN helps participating organizations recognize when a person or license plate may be connected to a previously documented incident, without giving up control of their own records. Human review and confirmation remain part of every consequential step. The bridge is narrow on purpose, and the rules are in the architecture rather than in a policy document.

  • Opt in per property, and withdraw at any time.
  • Record level only. Live feeds never cross the bridge.
  • Redaction happens server side, with image metadata stripped.
  • Nothing is shown until five organizations contribute.
  • Visibility is scoped by edition. Patrol sees full detail for the properties it services. Retail sees record type and date within roughly ten miles. Hospitality contributes and does not receive.
  • Every access is logged, and shared links expire.
